CIDR developed its 2010-2014 Strategic Plan on the basis of the previous Plan’s evaluation, adopting an approach based on the four major steps in strategic planning : Sectoral analysis ; Positioning of the organization upon completion of the planning period ; Definition of strategic priorities ; Formulation of a five-year action plan.

CIDR Policy
CIDR undertook an analysis of the evolutionary factors in Sub Saharan Africa during the last ten years. It reflected on the changes in development co-operation policies and strategies. It also reviewed, with external expertise, its own activities during the period 1999/2003 and the new challenges in its fields of intervention.
